Please remove Azure Dev Spaces.cli from windows 2019 image (breaking deployment)

Description
We are generating packer resources/images from windows 2019 image. The URL to download and install Azure Dev Spaces.cli is no longer available. The PM for this product confirmed that this install is end of life. Please remove this package from windows 2019 install as we cannot complete our deployment process now.

Fixed in the Removing support of Azure Dev Spaces now that it's retired PR.
