Accept system test sha in test pipeline

The task is very similar to #2680. We need to update ant, so we can set sha, tag, or branch in ADOPTOPENJDK_SYSTEMTEST_OWNER_BRANCH and OPENJ9_SYSTEMTEST_OWNER_BRANCH.
