Bug: new contributing projects start out with a list of enumerators #5120

What were you doing?

When creating a new contributing project for a program, even though the project is unrestricted, there are already enumators in the list.

Once the project is restricted and enumerators are added, the previously visible ones disappear.

What should've happened?

No unassigned enumerators should be listed for unrestricted projects.

Has to be confirmed again, since I couldn't recreate it on the test environment. It might have to do with being a super user, so partners might not even be aware of it.
