rds parameters WaitForTimeout #776

Hello,

The parameters is a new release argument.
We used one script to update the parameters as before. and we want to use the new features.
but It looks unstable at present.(version: 1.36.0)

we got this error:

alicloud_db_instance.xxxx-db-instance: WaitForDBParameter rm-xxxxxxxxxxxxxxxxx got error: &alicloud.ProviderError{errorCode:"WaitForTimeout", message:"Waitting for RDS Instance rm-xxxxxxxxxxxxxxxxx is timeout."}

HI @suzf I think this timeout comes from product. Does it still exist?
