If you install goacess via APT with goacess APT repo, how do you configure it to have geo IP?

Are you using the official Debian repository? If so, it already includes GeoIP.

I guess that you still need to do the config but you expected this to work out of the box?
Look into configuring below parameter with a GeoIP db you fetched:

geoip-database /usr/share/GeoIP/GeoLite2-Country.mmdb
