US Legislative Districts Matcher

It does two things:

Download shapefiles from the Census TIGER dataset, convert them into GeoJSON, annotate them with OCDIDs
Match coordinates against those shapefiles intelligently and returns OCDIDs (and other district properties) for relevant districts
