[AMP Stories] Improve resize handle styling #2184

In WordPress/gutenberg#14543 Gutenberg added some visual handles to the resizers.

I am not sure whether we want these in the AMP Stories editor as well, as they look a bit odd IMO. Perhaps we just need to update the styling a bit, since we also have rotation handles and other custom CSS that might interfere with these handles.
