Package pydata-sphinx-theme is now on version 0.15.2. This is supposed to fix for the toctree issue.

@jorgepiloto @Revathyvenugopal162 @RobPasMue I don't think the change was implemented in 0.15.2 for pydata-sphinx-theme because it was still failing for that version, so I changed the dependency range back to <15 instead of <16

A newer version of pydata-sphinx-theme exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.

@Revathyvenugopal162 are we planning to block it forever? Are we planning on adapting? What's the path forward here?

@RobPasMue , as you know we were blocking, pydata version because of the WARNING: the pydata_sphinx_theme extension is not safe for parallel writing WARNING: doing serial write. I haven't followed up on this for the past few days. I can look into it, but until they resolve the issue, we are blocked by the update.

PyData theme 0.15.4 has been released with support for parallel writing, so this PR is no longer blocked. Pinging @ansys/pyansys-core for visibility.https://github.com/pydata/pydata-sphinx-theme/releases/tag/v0.15.4.
