Antrea now supports start antrea-agent through manually run startup scripts provided by #1013. It's a alternative way to run antrea-agent on Windows.

We need to add CI support to verify if Windows startup scripts works as expected.

Now, there are conformance and networkpolicy Jenkins tests for Windows cluster. To verify the startup scripts, networkpolicy test will use it to deploy antrea agent.
