support sorting decimal data type

part of #122

After some pull request from #122, the type of decimal can be used in datafusion.

We need to sort the result by value with the decimal data type. Like that

SELECT col  FROM table_with_decimal_col order by col

The col type is decimal.

It's is should be implemented in the kernel of arrow-rs.
