with_ymd_and_hms
https://docs.rs/chrono/latest/chrono/offset/trait.TimeZone.html#method.with_ymd_and_hms

is a new api in chrono 0.4.23

we used it in https://github.com/apache/arrow-datafusion/blob/master/datafusion/core/tests/sql/timestamp.rs#L893
but the version listed in Cargo.toml is 0.4.22
