[Enhancement] Allow the be service to send logs to stdout/stderr

Description

Currently, Doris only supports sending its logs to the log dir which is not convenient to collect logs. I'm wondering if it's a good idea to allow sending logs to stdout/stderr, which may make the docker logs collector happy.

Solution

• Upgrade glog to 0.6 supports sending logs to stdout: Add the logtostdout and colorlogtostdout flag to allow logging to stdout google/glog#790
• Add a new config like sys_log_stdout to identify whether to send logs stdout or not
