[SIP] Proposal for adding an example of IAM policy needed to use Athena

Motivation

It is unclear which is the minimum set of permissions needed for Apache Superset to add Athena as a datasource.

Proposed Change

The example of the minumum IAM policy needed like https://github.com/dacort/metabase-athena-driver#example-iam-policy
