Add Log for Dashboard Charts Loading Time

Dashboard is composed of many slices, and we fetching each slice asynchronous. We should measure the total time of all slices loaded. It’s very hard to get this done only from server-side. We need a logging API and use JS (client-side) to add an end-to-end loading duration.
