Current behavior:

Currently the Delivery Services on Delivery Service States (TM) are not sorted. this results in the ds's being hard to find at best, and at worst constantly rearranging.

New behavior:

They should be sorted (possibly by DS name), similar to how Cache States was done in 5.0 (sorted by hostname desc).

Minimal reproduction of the problem with instructions:

Goto a TM UI DS States tab with multiple DS's
