Problem: AIP date stored in archival storage tab can be inaccurate

Expected behaviour

Date stored in Archivematica is representative of when the package has been committed to storage.

Current behaviour

If I leave select compression algorithm unresolved in Prepare AIP and then come back to it at a later time, e.g. the next day, then the date the package is stored is recorded in Archival Storage is when it first reached that decision point (or some point before then) not actually when the AIP has been packaged, a pointer file created, and transferred to the storage service.

Steps to reproduce

As above.

Am qa/1.x in preparation for the 1.10 release.
