Feature Request: Release Envoy v1.16.1.1

We need to update the App Mesh Envoy Container Image to use v1.16.1.1 which contains fix for the following issues and bugs:

1. Envoy stay in a stale connection and never reconnect to ADS server after ADS server hard reboot: ADS Server Reconnect Never Occurs After Hard Reboot envoyproxy/envoy#5173
2. Missing URL information when inspecting traces in the Datadog UI: Bug: tracking issues with Datadog tracing #309
