Upgrade components during upgrade cluster command

Call all components upgrade methods from the upgrade command (from the workflow, cluster manager, new entity or whatever we decide is the best option)

This would probably involve retrieving the current VersionsBundle to each component owner can do a version comparison. (depending on the component upgrade interface we decide to use)

It would also involve making sure that the new VersionsBundle is updated in the cluster after the upgrade process is finished.
