Graph Notebook Version (and Graph Database and Version used if applicable)
graph-notebook > 3.8.2

Is your feature request related to a problem? Please describe.
To provide the same experience as graph-notebook deployed on a SageMaker Notebook instance, the Dockerfile should be updated to use Python 3.10.x.

Describe the solution you'd like
Change the Dockerfile in this repo to support using Python 3.10.x

Additional context
Note that we are currently using Amazon Linux 2 as the base image for the graph-notebook container image. To move to using Python 3.10.x, the image will need to be changed to Amazon Linux 2022 (the only AL distribution that has Python 3.10 packages available).
