404になるURL: https://localhost/baser/admin/baser-core/permission_groups/add/2/Api%2FAdmin
「%2F Apache」で検索するとそれっぽい情報が出てくるのでApache特有の問題の可能性
「Api%2FAdmin」の部分をクエリパラメータで渡すようにしたら解決できそう
