Name concepts are culture-specific rather than country-specific #59

Some of the concepts outlined in the research that are marked as country specific (e.g. first-family-name as "ES/MX"), would be better described as culture-specific. Given the fact that people may move between countries, e.g. a person with multiple family names can reside in a country that doesn't usually have them.

What should be the approach towards these concepts?
On the one hand, shipping in said country doesn't require that naming breakdown. On the other, people should be allowed to express their names in forms.
