Add "did you mean" functionality to Lint/UnneededDisable #2430

Inspired by #2423. A little helpfulness from this cop would be welcomed, I figure.

If an unnecessarily disabled cop has a name that doesn't
match an existing cop, annotate the message with "unknown
cop" for names that are not recognized at all, and "did
you mean ..." if a similar name exists.
