PIMS-2086: Remove getPIDs function

PIMS-2086

Changes

• Removed everything related to the getPIDs function as we are not even using this in PIMS.
• It should resolve this security issue: https://github.com/bcgov/PIMS/security/code-scanning/1

Testing

• Not sure if there's much to test other than making sure this didn't break anything. After merging it will hopefully resolve that issue.
