Vue3 upgrade: Storybook

We need to update Storybook to Vue3 so it can display the shared components when those are upgrade. (I'm not sure if the components will be broken in SB until they are upgraded. This may be a chicken-and-egg scenario. But I think it makes sense to upgrade SB first.)

• upgrade Storybook
• probably need to upgrade the repo itself
• anything else that needs to be updated (VueCLI/Vite? Typescript? ESLint?)
• update individual stories

The plan is to work on this ticket AFTER at least one of the components has been upgraded to Vue3. Otherwise, if we upgrade SB first then we may have no components to display and test it with.
