Qualified Suppliers can complete transfers. Document restrictions for each group.

Manufacturers - initial transfer
Lawyers and Notaries / Service Providers - transfer due to sale or gift, transfer to surviving joint tenant

Note: the restriction on completing transfers when businesses exist in joint tenancy has already been addressed.
