UI Design - Help with Transfer or Change of Ownership + Tool Tip updates

Needed for Qualified Supplier launch:

These two updates are for both Staff and All Qualified Supplier types:

1. All Transfer Types: Add Help with Transfer or Change of Ownership expanding button + help text (all transfers
2. DEAT Transfer Type: Update Tool tip text that appears For Owner Name and Additional Name Information when changing the details of a Surviving Joint Tenant Person/Business owner

Designer notes:

Need to figure out what help text we want in here. should have contact information.

DEAT transfers Change Details mode has tool tip saying to see this help link for more information about changing their existing names so we need to add information about this.

Should also include ownership type text that is currently used in Staff Registration help text.

@mstanton1 - I have added this design ticket to the Qualified Supplier Limitations epic. But can you please create a new dev ticket to go with it and link it to this design ticket?

fyi - the work in this ticket is different than what will be in 15982 (a sale/gift specific help ticket we already have in the epic).
