Add new Fee code in Fee admin for Registering a Significant Individual - BTR team

We need to add a new fee code in Fee Admin for - "Registering a Significant Individual" and "Searching Significant Individual" for the BTR team.

Steps to complete:

• obtain access to Fee Admin in TEST. ask Ops team to complete this
• Add corp Type, Filing type, fee code in Fee Admin in TEST.
• fee code has zero dollar value.
• When you pay for a $0 item, you get a records in the payment transactions for that account, but no money is taken"
• we need to ask FIN for a GL for BTR. *Added a dummy GL for now.

New fee code- REGSIGIN - Register Significant Individual
SSIND - Search Significant Individual

Sent email to SBC FIN requesting new GL code Nov 24th.

@JohnamLane , SBC FIN submitted the request today for the new GL code. She indicated it generally takes 2 weeks to receive. They submitted it as a RUSH.
