the PUB/SUB is only working in unit tests, might need a bit of wiring up and changes

This might involve setting some secrets, firing off some queue messages.. checking pubsub, checking LEAR/NAMEX application to see if it received the message - some small tweaks as well.

can't really do much work until the queue jobs setup. Once it got set up, need to check the message body, there might be change to worker for the envelop, gcp_queue. Place it hold for now, and up the points to 3.
