Users can withdraw any future effective filing (and some others that are not future effective). This removes the intent to file a filing. This is used most often for address change filings, where an entity will want to file several things in one day, but files an address change before the rest are done, and then the address change will block them from filing anything else until the effective date is reached. In this scenario, the entity can file a withdrawal of the address change so they can continue to file the other filings that day.
