When a system fails to start, the unassociated runner box that gets displayed does not show any instance information. In the old UI you could see individual instances (with vague identifiers) that were unassociated, which let you at least get a rough understanding of how many of your instances were in a proper "stopped" state, versus those that tried to start but hung for some reason. We should list out the individual unassociated instances like we did before.
