Garden not editable alert is easy to miss

On the garden edit page there is an alert that tells you if a garden is not editable, most specifically when you are looking at the local garden. This alert used to be at the top of the page so you knew straight away that you were in a read-only state and why. Now the alert is at the bottom of the screen, which means you have to get past your initial confusion and make it to the bottom before you see the thing that's trying to alert you as to what's going on. The top of the page seemed more appropriate for this alert.
