After the change for 19.1, the paste configuration passed to --paster option will automatically be used for the logging config, but it seems like gunicorn must be initializing its own loggers after this because any attempt to set gunicorn.error or gunicorn.access loggers in that file does nothing without --log-config. --log-config still works.

Add the --log-config usage back

Until benoitc/gunicorn#845 is fixed we should explicitly configure
logging from our paste config.

@tilgovi i guess that imply we should also test if it's already configured right? Any fix in mind?
