At present, files under embargo in ORA are not visible to the user in SE.
In Repotool 1, the filename is a hyperlink to the binary file in the repository, regardless of whether or not the file is under embargo. In Repotool 2, this is only a link if the file is open access.
This is probably not a problem, but it's worth tracking to ensure that everyone's happy.

OK good to know. We could revisit and address this behaviour in a general way (i.e. for all of our RT2 integrations) at some point in the future, if there is a pressing need for it.
