Part of: #10220

Currently when the user selects to use a gateway for IPFS (or leaves the default), it prompts them with an infobar if they'd like to use a local node.

We should provide a way in settings to use a gateway and ask or just use a gateway without asking.
To do this we would just add another item above it called Ask.
