On Intel macOS there's an option to enable flash from URL bar, M1/arm64 macOS does not have this option.
Flash is to be deprecated Dec 2020, so not sure if this is a wontfix item.

Chrome handles this differently than Brave on M1. Neither has the URL notification, but the message that displays inside the plugin area is different.
