[Desktop] No option to enable Flash on M1/arm64 macOS from URL bar

Description

On Intel macOS there's an option to enable flash from URL bar, M1/arm64 macOS does not have this option.

Flash is to be deprecated Dec 2020, so not sure if this is a wontfix item.

Steps to Reproduce

1. Clean install
2. Navigate to site that uses flash
3. Look at URL bar

Actual result:

No option to enable flash

Expected result:

Able to allow Flash

Brave	1.19.41 Chromium: 87.0.4280.67 (Official Build) nightly (arm64)

Chrome handles this differently than Brave on M1. Neither has the URL notification, but the message that displays inside the plugin area is different.
