Clicking Solve on adaptive captcha Brave Ads paused modal sometimes yields no action

Follow up to #15600

Steps to Reproduce

1. Clean profile
2. Run Brave
3. Enable Rewards and Ads
4. Schedule a captcha for your payment ID
5. Trigger unblinded tokens refill
6. Minimize Brave
7. Click Solve

Actual result:

No action. The captcha is not shown.

Note: User will have another try when unblinded tokens are scheduled to be refilled

Expected result:

The captcha is shown.

2. launched Brave
3. enabled Rewards and Ads
4. scheduled an aCAPTCHA on staging for my wallet's payment ID
5. dwindled down my 49 unblinded tokens
6. triggered unblinded tokens refill by going below threshold
7. minimized Brave
8. clicked Solve

Confirmed:

• Brave was forgrounded
• I got the aCAPTCHA challenge
• I could fail/solve the aCAPTCHA
• I got a doorhanger popup after successfully solving it
• I could dismiss the doorhanger

I had the same issue and solved by going into my Brave reward settings and toggling Ads off then on. Doing this triggered the captcha modal which functioned when I clicked it.
