Unable to add a site to reading list in Guest window as Add to current tab is not getting activated

Steps to Reproduce

1. Clean profile 1.44.x
2. Open a Guest window via Hamburger menu
3. Click on Side panel and ensure panel opens up
4. Open a couple of websites
5. Unable to add a site to reading list as Add to current tab is not getting activated

Actual result:

Unable to add a site to reading list in Guest window as Add to current tab is not getting activated

Expected result:

Should be able to add sites to reading list
