Description

Launching browser from console without enabling ads logs this error ERROR:ads_service_impl.cc(210)] Failed to read file: \ads_service\client.json

Steps to Reproduce

1. Launch a new profile on 0.60.12 via command line
2. Do not enable ads from rewards
3. Console keeps logging the error until ads is enabled and the bundle_state.*, catalog.json and client.json files are downloaded in ads_service

@srirambv Issue is also occurring on macOS and also affects ledger

@srirambv I can no longer reproduce this issue in brave/brave-core#1645, unless the rewards_service/confirmations.json file is missing which is expected behaviour as this informs Confirmations to recreate the file, i.e. fresh install

Still seeing the error on Windows on master. Kept the browser active for a while but still console kept logging the error

We found this issue was caused due to Git Bash. @srirambv can you please link this ticket to your new ticket and retest using Command Prompt.

Unable to reproduce the issue when launching via command prompt. Closing as fixed.
