Steps to Reproduce

1. Create a new profile - 0.60.13
2. Click on Rewards panel
3. DND the source CAPTCHA outside the Rewards panel

Actual result:

Able to DND source CAPTCHA outside the Rewards panel

Expected result:

Should not allow DND of source CAPTCHA outside the Rewards panel
