"Continue where you left off" is not working

Description

"Continue where you left off" is not working. When open the browser, it only shows the "New tab" page.

Steps to Reproduce

1. In settings, select "Continue where you left off" in "On startup"
2. Close the browser.
3. Open the browser.

Actual result:

The browser shows the "new tab" page.

Expected result:

The browser shows the tabs that were open before closing the browser.
