Push notifications do not work despite permission being given

Description

Brave's push notifications test page does not yield a desktop notification.

Steps to Reproduce

1. Visit https://support.brave.com/hc/en-us/articles/360058972091-Push-Notification-Test
2. Click the button and grant notifications permission
3. Click the button to send a test notification

Actual result:

Nothing happens.

Expected result:

Expected to see a desktop notification.

Oh, interesting. There was an OS-level setting that prevented Brave from showing notifications at all.
