Website lag or Break when hitting 99+ on the Brave Shield

Description

When using sites such as YouTube or Twitch (unsure about others) if they get to 99+ on the shield they start to lag the site or in some occasions it runs into an error and the site will bring up a caching error or something (been a while since i've had this one as i now refresh before 99+)

Steps to Reproduce

1. Go on youtube or twitch and watch a bunch of things getting ads and stuff. Eventually it will get to 99+
2. Notice the lag or issues start to arise.

Actual result:

Site breaks, or lags. In youtube this usually results in the video buffering/stuttering

Expected result:

It not get that high or doesnt cause issues if it does

Brave version (brave://version info)

Brave	1.52.126 Chromium: 114.0.5735.133 (Official Build) (64-bit)
Revision	fbfa2ce68d01b2201d8c667c2e73f648a61c4f4a-refs/branch-heads/5735@{#1270}
OS	Windows 11 Version 22H2 (Build 22621.1848)

Version/Channel Information:

• Does the issue resolve itself when disabling Brave Shields? Yes as thats whats causing the issue
• Does the issue resolve itself when disabling Brave Rewards?
• Is the issue reproducible on the latest version of Chrome?

It has happened for quite a long time accross different windows versions (10/11) and multiple windows updates and brave versions
