Replace Clear data menu items in History menu with new, single item

I would prefer actually having all 3 items seperate as they are now in 0.11.4. Unless your single-item opens to an option screen where you can select which of the 3 combinations you would want to clear. I prefer options not limits.

As discussed on #4082, I'll start working on this. I feel I have the idea to get this done. Will get back if I have any questions. Also, as per the discussion on the reference issue (#4082), I believe this statement will not be part of my PR for this issue
