Describe the issue you encountered:
URL auto suggested link doesn't open when selected using down arrow key

Expected behavior:
Should open the URL highlighted by pressing the arrow key

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Windows 10 x64

• Brave Version (revision SHA):
  Brave 0.13.0
  rev dc4f0fd
  Verified on 0.12.15 opens the highlighted link.

• Steps to reproduce:

  1. Open a new tab
  2. Type auto, ensure about:autofill is the first suggested link in the dropdown
  3. Highlight the about:autofill page using down arrow key and hit enter
  4. Performs search for auto
  5. Open a new tab type pre, ensure about:prefrerences is the first suggested item in the dropdown list
  6. Highlight about:preferences using arrow key and hit enter
  7. Performs search for pre
  8. Open a new tab, type auto, ensure history item from step 4 is listed and about:autofill page is listed below that
  9. Select about:autofill using down arrow key and hit enter
  10. Opens about:autofill page
