Fixed menu on Windows - context menu (right click) does not work on nested items

Test Plan:

1. Launch Brave on Windows
2. Add a bookmark folder which has one bookmark in it
3. Hit alt to show the menu
4. Click bookmarks, move mouse over folder, then right click the nested item (the bookmark)
5. Context menu should be shown

  Right clicking a nested item under the menu (on Windows) causes the item to be clicked (instead of processing the right click)

@bsclifton Still not working for me on 0.14.0 Preview 1. RIght Click dismisses the Bookmark drop down.
