By default, Nix develop fails when we install and try to use unfree software. Ex: ngrok.
What should be the behaviour for bsf?
Should we have --allow-unfree or similar flag on each command
Should we declaratively mention in flakes to be allowed and highlight it further in search process?
Should we let it be a policy decision that users can enforce in their CI?
