[Toggletip] resolve a11y concerns

Acceptance criteria

There are a11y concerns with the Toggletip component. Design needs to understand these a11y concerns and make design decisions based off of what needs to be changed. Tooltip is a related component and will have to be referenced when working on this effort as well.

Issue references

• This open a11y issue references the concerns of Toggletip: [a11y]: Toggletip documentation changes necessary
• These issues are for design to update the documentation on the website for Toggletip: Toggletip: Usage tab and Toggletip: Style tab. These can not be completed until we address the a11y concerns and come up with a design solution for them in this issue.

Tasks

• Have a meeting with Michael Gower to refresh ourselves with the a11y concerns around Toggletip and how this could affect Tooltip.
• Do some internal research on how we want to restructure Tooltip and its variants versus Toggletip.
  • There were discussions about removing the "Standard tooltip" variant, but also concerns if people still need that use case. Design needs to decide if we want to keep this variant or not.
  • There were also discussions around only using the information icon in Toggletips and not at all in Tooltips. Design needs to decide if this is something we want to move forward with.
• Playback
