[contribution] Create a plan of action for Axure design kit

Overview

Several weeks ago, a team contributed a Carbon design toolkit for Axure. We have no established workflow for community tools like this.

The details

• Prep and release the Axure kit as experimental
• Define process for kit to move from experimental to production
• Document and surface the tool contribution process
