Add initial guide for using feature flags in carbon-components and carbon-components-react

We have some feature flag mechanisms that we need to explain how teams can use through documentation in our project. This is important for our beta milestone where we are looking for feedback on changes that we have made. Topics that should be addressed include:

• How does a team enable a feature flag in carbon-components for styles?
• How does a team enable a feature flag in carbon-components-react for React changes?

This file can live in this project under docs/guides/feature-flags.md, or any other appropriately named file
