SELinux breaks docker. Can we make the default disabled instead of enforcing?

It should already be permissive, not enforcing. @someara needs it to be able to test the selinux cookbook primitives.

Looks like the docker folks are aware of the issues and are trying to make it more SELinux friendly:

moby/moby#4211
